Is there anyway my user car navigate throughout the whole survey, different pages, skipping the “required questions”? And then using the “save and continue” come back, as many times as needed, to fill them. The “required question” validation will only be shown when they try to submit the survey.

Are you letting them navigate thru the survey in order to get a preview of the survey? If so, it might be simpler to download a copy of the survey as a MS Word document and provide them with a hardcopy (in Word or PDF format) to review. You could also consider creating a copy of the original survey. Disable the “required questions” and let your user run thru the copy and then add a redirect at the end of the copied survey to the original survey. If you do this, you should add notes in the copy survey to indicate which questions will be required in the actual survey. You do not want to surprise your respondents with unexpected requirements.
I think that using the SAVE AND CONTINUE method you are describing would take a huge amount of custom coding and would create data integrity problems for you.
