I made a user active and received an email that she was made active and password would be sent. However, she has not received an email. What is the turnaround time?

Generally, new user “welcome” emails should be sent out within minutes, if not immediately. This can occasionally be delayed up to half an hour during times of high traffic, and additional delays are possible on the receiving side (your email provider may “quarantine” or hold on to messages for some time before delivering them).
