Is there any issue or impact with where we add/insert hidden fields?
i.e. are they best to be on the first page?
Any impact on hidden field having lower numbered question ID’s, 2 instead of 100? or this has no impact?
Points to note:
We use hidden fields to compare segments in the report.
We may combine 100’s of surveys to do comparisons
We’d like to leave open the possibility of adding additional hidden fields to surveys in a future period.

If you are using your hidden fields simply for the purpose of comparison in a Standard Report, then the order really does not matter (nor does the ID number of the Hidden Field).
As@IS mentioned, if you are wanting to use the data collected by the hidden fields later on in the survey, you will want to make sure that the hidden fields are placed on pages before the pages where you want to use them.

I know you started you question with “To Support”, but you posted your question to the community forum where most of the questions are answered by other users like me. If you really want your question directed only to support, you should probably contact support directly rather than use this forum.
It may matter where you put hidden fields depending on what you are doing with them. If you are piping data into a hidden field from a question, then the hidden field needs to be on a page after the page which contains the question that is the source of the piped data. In many cases with custom scripting, a hidden field referenced by the script should appear in the survey prior to the custom script action. Hidden fields appear in exported data along with normal questions in the order they appear in the survey. If the order of appearance in the exported data matters to you, then this too could be a consideration. There are some other situations where the position of the hidden field in the survey is important.
The question ID of a hidden field (2 vs 100) has no significant impact.
Adding hidden fields to a survey after you have collected data should not be a problem, but if the hidden fields are populated using piping or scripting, those actions will not trigger for responses that existed before the new hidden fields were added.
