Please help to check why is this below registration exceed my quota set of “20”?

SurveyGizmo quotas will attempt to protect you from going over quota by “holding spots” for the last few respondents to enter the survey. This behavior is known as “too many in progress”, and works like so:
If 1) the number of “active” survey respondents plus 2) the number of complete responses is equal to the quota; any new respondents attempting to access your survey will see the Too-Many-In-Progress Message.
If some of the active survey respondents end up abandoning your survey, they won’t count against the quota. Therefore, at some point, the “spot” they were holding is released, and one new respondent is allowed in to the survey. I believe this takes place after roughly 15 minutes of inactivity.
One way in which you could theoretically go over quota is if the respondent who was counted as an abandon eventually does return to their computer and submit the response they started earlier.
