Yes you can, but to do it well requires some proficiency with HTML code.
If you edit your question and press the three dots at the end of the WYSIWYG editor, and expanded list of options will appear. The expanded list includes a link icon that you can use to create hyperlinks, and an INSERT IMAGE option that will allow you to add graphics to your question. I am not sure you mean by the term “horizontal offset”. In HTML coding the parameter that creates horizontal space around an image is ‘hspace’. This parameter is not available in the standard editor, so you will have to press the SOURCE button and manually add it to the img tag.
The WYSIWYG editor is good for most things, but you may find that it does not create the code you need for what you have in mind. That is why it is often necessary to edit the code yourself.
